Integrated Railway Asset Management and Investment Prioritisation

A national railway infrastructure manager implemented an Asset Management Platform to support integrated, lifecycle-based management of railway infrastructure in line with ISO 55000 principles. Covering approximately 24,000 kilometres of linear railway assets and systems across signalling, electrical systems, infrastructure and telecommunications, the platform combines inventory, condition, risk, reliability, obsolescence, geolocation and economic information with algorithms and indicators that evaluate the lifecycle of railway assets. The platform turns fragmented technical data into a common decision environment for preventive and corrective maintenance, renewal and modernisation planning, while supporting higher safety and service levels, reduced unproductive time and more efficient asset control and monitoring

Lifecycle-Based Investment Decisions
Risk-Based Railway Maintenance
From fragmented asset information to risk- and value-based railway decisions
A national railway infrastructure manager needed to determine where renewal budgets would deliver the greatest value, identify locations and assets with the most critical safety and performance conditions, and compare maintenance, replacement and modernisation policies across a large and diverse railway portfolio
目的
Create an enterprise asset-management platform based on ISO 55000 principles, comply with railway safety regulations, specifically with signalling devices, that characterises linear railway assets through technical indicators and algorithms, quantifies risk and economic implications, and supports the prioritisation of lifecycle interventions
機会
Integrating inventory, defects, failures, analytics, GIS, assess security levels , service levels, and economic assessment enables consistent comparison of intervention options across territories and asset families. The platform can strengthen investment governance by linking technical condition, service levels, risk and whole-life value within a shared decision process
Creating a common asset-management model across a nationwide railway portfolio

NTT DATA supported the design and implementation of the asset characterisation, calculation models, integration capabilities, economic methodology, economic plans and management dashboards required to make the Asset Management Platform a practical decision-support environment

主な課題
Railway Asset Inspection
Consolidating asset information distributed across inventories, defect records, failure systems, analytics sources and geographical platforms
Railway Asset Evaluation
Defining consistent indicators for risk, criticality, useful life, obsolescence, availability and reliability across different asset families
Railway Maintenance Renewal
Comparing maintenance, renewal and modernisation alternatives through a transparent technical and economic methodology and economic plans
Railway Maintenance Briefing
Providing territorial and central teams with governed access, traceability and actionable portfolio-level reporting
