The new generation asset is the load contract

A promise to be flexible is not capacity.
Flexible demand becomes a grid asset only when operators can count on it.

Utilities are being asked to build for AI demand they cannot yet see. Generation and transmission capital has to be committed years before the load arrives, and a customer’s promise to be flexible does little to reduce that risk unless the utility knows which megawatts it can call, where, when and for how long. This executive perspective looks at a 3,200 MW AI campus contract with up to 1,000 MW of demand response, and at what utilities, customers and regulators need to put in place before that flexibility can count in planning.

At a glance

Four signals show why a flexible megawatt needs evidence before it can carry capacity or capital value

The planning scale has changed

The campus accounts for 3,200 MW of new demand, with delivery phased from 2028 to 2032.

Flexibility remains conditional

Up to 1,000 MW can respond during high demand, but its notice, duration, frequency and remedies are not public.

Capital is already committed

The commission certified 9,885 MW of resources. The issuer later disclosed about $16.7 billion in approved projects and related transmission.

Protection ends before delivery

Projected customer benefits cover 2029–2031; load delivery continues through 2032 and the agreement extends for 25 years.

What leaders should do

Separate the three megawatts, and let capital follow only the flexibility that has been tested and proven.
